I have received e-mail from UK National Lottery Promo, stating that I have won a lot of money. I need some one to verify if this is a legal lottery or a spam Does anyone know or heard of this. Looks official and I don’t know who to contact to really find out. Thank you. I have address , PO Box # Lottery numbers etc.

The UK National Lottery does not contact people and give money away.

The only time you would get a legitimate email like this from them is if you purchased a ticket online, and to do that you would have to be a legal resident in the UK.

But if you need further proof, here is their official web site along with contact information. Do not reply to your email, it is a scam and they will rip you off.
