It’s spam. Your friend is not the only one who has been getting them. Just delete it. :(

It’s very simple. If he didn’t enter, then he didn’t win. I’d be willing to bet they’ll tell him he as to send money for some reason or another, usually using the excuse that it’s required by international law. No such law exists.
